Since the World Summit of cities and local authorities on the information society, held in Lyon on 4-5 December 2003 (www.cities-lyon.org), and the proposal for digital solidarity made by the President of Senegal, Abdoulaye Wade, two actions were quickly put in place, thanks to the active participation of cities and local authorities: the Digital Solidarity Fund (www.dsf-fsn.org), based in Geneva, and the World Agency for Digital Solidarity, based in Lyon (www.dsa-asn.org).
In a globalised economy where information and communication constitute the basis of production and trade processes and where, at the same time, the gap is growing in terms of access to information, digital solidarity has become a clear necessity on both a local and global level.
The growing role of cities and local authorities in improving conditions for economic development – in particular as concerns access for all to information and knowledge – gives these entities a special responsibility. This is why, in 2003, a number of cities decided to create the World Fund and Agency for Digital Solidarity.
Discussions will focus on:
- How can local actors take advantage of the opportunities offered by information technologies?
- How can local authorities foster partnerships with the private sector, NGOs, institutions, the academic world and the media?
- How can they take the lead in organising new mechanisms for financing actions to reduce inequalities in access to the information society?
- How can they help coordinate projects for digital solidarity at the local level?
