Access for all to basic commodities such as water or energy is a basic prerequisite to enabling a logic of development to take shape. Beyond the diversity of management and financing methods, approaches must be found that can ensure access for all to these commodities, at a reasonable, sustainable price.
Using the case of water as an example, this workshop will seek to identify some of the principles, financial and technical resources, and processes which guarantee the protection of social rights and environmental resources.
Looking at a wide range of experiences and approaches, the discussions will touch on the following questions:
- Beyond the diversity of ways of organising production/distribution, what are the criteria and constraints which need to be integrated in project specifications in order to ensure access for all to basic goods and services?
- What types of financing would help make water accessible to all and to what extent should solidarity play a role in financing solutions?
- What is the role and responsibility of local authorities in public/private partnerships?
- How can the decision-making process be made more transparent and democratic, taking into account the interests of all concerned?
