Workshop 3.2 : Migration: an asset for the development of local areas

Complete file of the workshop _ English and french version

Inter and intra-continental migration, as well as population movements within a single country, are on the rise. These movements are pushed by the differences in economic development between the home and host countries of migrants, as well as by internal causes in regions: labour supply, ageing population in developed areas, agrarian pressures, unbearable social constraints, and so on. One new phenomenon is the proportion of women migrants, now representing nearly half of the total.

Migration has a strong influence on development patterns in both the home and host countries. The human reality of migration almost always connects specific outflow regions and inflow regions. Beyond matters of border control and security, we need to adopt an approach which treats migration as a positive phenomenon and as a contribution to cultural, social and economic development, for both the home and host country.

This workshop will review the impact of migration on local development, using three reference situations: migration between neighbouring countries, migration from South to North and domestic migration. The objective is to bring together actors from both sides of the process, along with representatives of migrants, to discuss the role which migrants can play in local development both at home and in the host country, via a series of questions:

  • How can the image of migrants be improved, and how can awareness of their contribution to local development be raised?
  • How can a multi-actor process, with civil society, local authorities, companies and trade unions be organised in order to strengthen the role of migrants in local development?
  • How can a process be developed to involve migrants in cooperation projects between home and host countries?

This Workshop has been prepared in coordination with the International Centre for Studies of local Level development (CIEDEL).
